Down here, people modify P05 ECUs to achieve programmability with mid-90's Civics for much less money than an actual programmable ECU. I have no idea how much junkyard ECUs are in your area, and where you would have to go for the modification.

You could also look for a secondhand APEXi S-AFC... which allows very crude fuel map alterations for your car.

After that, there are more modern air fuel controllers, but they obviously cost more.
