I spent at least 2 or 3 mins looking at the piccies, then i concluded the OP must of made a mistake and uploaded the same picture twice.

I sure hope most cars exhaust manifolds aren't that close to the radiator! To answer your question, no that is simply part of the frame.

Ah good. The exhaust manifold on my Protege5 is on the front side of the motor near the radiator. However, it isn't as close to the radiator as is the frame in your picture.
