...anybody tried using model airplane polycoat™ (heat shrink) over the frontside of an existing wheel cover?

If there are any smoothie/full moon hubcaps with retaining rings instead of the antiquated snap-on clips, I'd gladly buy them. Unfortunately, the main market for smoothies is the classic car crowd, whose old steelies accept snap-on hubcaps only. I haven't seen anyone selling smoothies or Hollywood flippers with retaining rings.

...the ring "expands" up against the inner-side of the rim flange; the disk is then fastened to it facing outward, using the four Dzuz™ 'nut' connectors.

...if you'll pardon the 'off-color' analogy: it's an IUD for the rim.
