Tell them to run into the wind with a sheet of plywood in front of them...

It's quite possible to "float" on plywood in high winds, if you can place your weight in such a manner that it keeps the plywood at the proper angle into the wind. (Rear bias) Of course, you'd want to keep the plywood anchored by a rope, chain, etc. to prevent it from actually flying.
