All good points. I imagine there would be some places where certain more limited applications would make more sense. Walkways, for example. Such technologies could turn into higher end architectural elements when a builder's client might balk at large solar arrays but yet want "green" power. Maybe parts of public roads, too. But I can't see this specific idea fully replacing current road surfaces, either.
