I'm sure you could haggle the price down, and at least it's not an absurdly-low number of miles. If it's in good shape, this thing could last a good 20+ years.
Considering I've seen older 1st gen Insights with 100k+ miles listed for only a few thousand less than that price, I'd consider it a good deal. The only hesitation I see is the battery pack and its life. Those cars don't like to sit. The rest is a non-issue.
