This spoiler is not standard on all Souls, so Kia didn't see it as being necessary to the design.
Those lost Souls without it, did however get a small spoiler lip instead (nano-kammback).

Waterproofing the mounting holes is probably the reason.
I've been looking at ways to (maybe ...) mount a Kammback on my V50 which is not unlike the Soul: near-vertical rear hatch, lights high up on either side.
I'd fix the Kammback to the hatch itself and glue small U-shaped mounting points low on either side of the rear glass, drill a hole through the legs, and use a secured pin to fix a bracing strut on the inside of the Kammback.
ZigZag tape or clear Turbulator "dimple" tape could be used as VGs on the sides, forward of where the rear lights angle inward, to try to get the airflow to make the curve and reattach to the Kamm.
