The majority of the worst polluted CALI cities have a location anomalie that traps and recycles the nitrogen oxides or other pollutants. SanFran/oakland doesn't

Scott Adams sez you can't manage what you don't measure, so since California strives mightily to manage their problem it's not surprising the problem manages them back.

It's not a coincidence. People tend to settle in places that have a series of need supplies like food, jobs, and ag water. In Cali, those places tend to be valleys surrounded by mountains that trap pollutants
North Edwards afb and the Salton sea dont need to smog their cars, Palmdale at the mountain base does.
It's also difficult to argue with smog controls when the air is visibly brown and stinks.

I still recall the 1970s. I was driving East on State 126/Interstate 105 and I saw the setting sun perfectly centered in my round '57 Beetle rear view mirror. It was photogenic.
A few seconds later I realized it was setting into the smog, not behind the Coast Range.

No but the smog infested cities in valleys are. L.A. had smog before it became a thing. In 1970 I became amazed to see mountains surrounding the city just after a heavy rain.

Even in some parts of my hometown, far away from California BTW, smog can sometimes be seen.
