I used to fill up my Insight with Blue One (15% ethanol) a couple of years ago. It had hardly any effect on fuel efficiency when the engine is warm, but it does seem to affect cold performance.
It is pressure, not heat, that powers an engine. While ethanol has a lower caloric value than gasoline, it produces almost the same volume of exhaust gases.
On top of that, if your engine has EGR feedback then the slightly lower temperature allows for more of it, so less pumping losses on light loads. That would almost completely mitigate the mpg loss.
