.7kg isnt worth having the discusion.

but since you want to discuss such a small difference.....

Given that you have moved 70% (aprox) of the total weight in by 1" inch (16 rim as apposed to a 17 rim) then infact the swing, spinning mass is less.

But here is the point.....why?
not your example but the op's original question.

with my 2000 corolla I had to get an inch larger wheel (and steel) to kill the stupid wheel spin. I noticed no hit on MPG, my RPMS were even lower at GPS confirmed highway speeds too.

so you also mounted a taller tire. THAT is the reason....not the wheel for the lower rpms

eh yes thats what i said...the larger wheel is responsible as it makes for a taller overall gear ratio...higher rolling diameter.

maybe we are talking semantics......a wheel is metal, a tire is rubber.
No, you said "wheel- steel".
for example:
you can have 245/50/18 tires on 18" WHEELS.

If you mounted 20" inch rims would you increase the overall diameter?

no. If you mounted 255/30/20 tires, you would DECREASE the overall diameter.
( you could also mount a 255/45/20 and that would INCREASE the overall diameter.)
There are TWO componets: the wheel and tire.

As I stated, it was NOT the wheel that determined the overall diameter, it's the tire you mount on the wheel.
Maybe you arent aware of the choices of tire sizes that can be put on a wheel. But they are very broad.

Again, the question is: what size TIRE was on there and what size tire is on there now. The rim has very little to do with the final overall diameter.

a wheel cant lower the rpm. ONLY the size of the tire.

i dont know what the heck you're spasing about. all i said was i bought 1 inch larger steel wheels and it gave me lower cruising rpms and less wheelspin. the end. the overall diameter increased as i said before so dont worry about the tires.

right. you said 'Larger wheels gave me lower rpms." That is not a true fact. Why do you have a problem?

It's the tire that determines the OD, why try to be misleading.
the rim had no effect on your lower rpm.
simply stating a fact.

if you want to lie, knock yourself out.....just gonna call you on it

THere is a bigger point here. People read what you write and think 'great, i'll do that!". Then they are pissed when they realize you left out some REALLY important information.
