Tire "eyebrows"

I've noticed car manufacturers are now putting little flaps in the underbody, projecting down, just in front of the tires. What is that about? Is it an efficiency measure?

Seems to me they would work better if larger and lower, and angled so the air exits outside rather than under the car. It would be pretty simple to screw larger flaps right to the original ones. The chloroplast would be "sacrificial" so you could put it quite a bit lower toward the ground, and not worry if it hit something.

We've all been there.

Take a look at Basjoos' Aerocivic. You'll see the OEM spats were watered down in commitee. He uses inner and outer walls between the front and back tires to channel and block the air. Plus pronounced spats fore and aft. It seems to work.
