might could do some calculations on combined weight of the tire/ rim combinations. Generally, a 15" rim and tire will weight less than a 13" rim and tire. Of course, generally a modern 15" rim will be aluminum alloy and most every 13" rim is steel, so immediate weight savings there. You should have an easier time finding 15" tires compared to 13" tires, as the 15" and bigger sized tires are becoming more common. I had a very hard time finding a 14" tire for my Escort a while back, and ended up paying a bit of a premium once I found some.
For a cheapskate like me (I'll buy used tires unless I have money for new tires--you can sometimes get really decent tires that way) finding a 15" rim tire is really quite easy.
