If your neighbors are "paranoid" and have weapons, I guess it wouldn't be so smart for "tire extinguishers" to mess with them. Would be cool to watch the so-called "tire extinguishers" getting some "unorthodox" punishment...

Actually the whole process would be quite entertaining, particularly the armed police response to armed neighbors with the same bulletproof jackets and more firepower. However, I can find no safe place to observe this confrontation without being an unintentional participant.

Minimum necessary force.

That begins with confronting the Tire Extinguishers and notifying them that they are under arrest. The action required after that depends entirely on theirs.

I arrested a guy that smashed a window a few months back. Not knowing how he'd react and seeing him hurry to cross a street, I grabbed the collar of his shirt and yanked him back. He complied, so I didn't need to exert any more force.

One on one, much easier than one against many, although the martial arts movies make it look easy. However, I have never seen people wait their turn to attack in a street fight somebody is bound to have a 3ft section of 3/4 steel pipe.
