USA ZEV Mandate
Wonder why all the major Auto manufacturers have suddenly released a plug in electric car this year? Ten states in the USA have adopted a Zero Emissions Vehicle Mandate requiring credits worth 3% of each manufacturers sales volume come from ZEV's increasing to 15% by 2025.

I like the wind turbine on the right side of that web page, where its leaking hydraulic fluid and gear oil all down the monopole.
Pretty accurate depiction of the wind industry.
I like how they have maine as a ZEV mandate state. Whatever idiot governor we had that passed that law was clearly oblivious to how poor the northern 7/8 of the state is, to include the area in and around the capital (Augusta, ME).
I see cars with limited range and limited heat output catching on there like a solar powered flashlight with no battery.

I read through the whole document and still can't figure out what the penalty or incentive to the automakers is.

There may not be any real penalty.
To do so may violate state constitution.

Why would all these auto makers go to all this trouble to come up with a car that they know they will lose a ton of money on if there is no incentive or penalty.

I think EVs would sell better if people knew that it only takes a half hour to charge one 80%, and that seven hour charges was full charge.

That is the real question.

I am pretty sure you are not going to get an 80% charge in a half hour off a standard 120 volt circuit.

No idea what the Health and Safety Code section 43211 civil penalty is but it must be something that impacts their bank balance otherwise they wouldn't bother.
