vortex generators under front bumper?

I ran across an Australian magazine article where they tried putting vortex generators underneath the front bumper. What would this do?

It would help make the drivers be careful to drive economically, to prove to themselves that they are not gullible idiots.

They work by causing the driver to slow down in order to not bash up his precious investment on speedbumps or dips or such...
