To me, I would pick gps based start-stop. Because many logic-assumptions would be based on things like distance to the next traffic lights and current speed, are you going up a known incline or down.

What you're talking about is more like automated hypermiling.
Here's what a current basic OEM Stop/ Start algorithm looks like:
For Speed = or < 8km/h, clutch = up, gear =neutral, battery= full
THEN
Stop
(there are a few more overides like reverse gear selection and cabin temp)
There's always going to be a situation where doing thing like light detection fails, like the main light is red, but you're turning on a green arrow or give way slip lane, or it picks up a light from a set ahead of you (closely spaced lights), or the light is up hill and you actually need to use the engine,or you've anticipated the red from 1km away or a reflection of a red dot on a truck, a high mount brake light etc etc.
Way too many variables when you could just fit a switch.
