wagovan in colorado

i figured i should join this forum.
i have a 89 honda civic wagovan(a real wagovan not a DX or RT4WD). i am wanting to get even better gas mileage.
i just measured my mileage for the first time, 31.5mpg 85% city 15% offroad

so far on my to-do list is:
taller tires on lighter wheels... rota auto X or konig helium with A/Ts would be ideal
find a d16 longblock, current d15b2 burns oil in #2 and #4.

down the road:
turbo setups increase gas mileage so long as you keep it out of boost, correct? or does that only apply to diesels?
if so i am considering running something that wont make boost till about 4kRPM. i kind of doubt a civic will be able to spool a turbo at any lower RPM so it should be easy to find a good turbo for that setup... hot pipe or small stock DSM SMIC for simplicity, extremely low boost like 5psi

pictures are attached because apparently you need 5 posts to use photobucket on here
as you can see in the third picture i have things to decrease my gas mileage too

yeah my spare was dead(dry rotted so bad it wouldn't hold air).... i want to find a donut for it then have that mounted on the side by the rear seat colt vista style....

what's dickered is my sub, box and amp weigh less then the original spare...

i am waiting for some better tires and wheels to pop up on CL...
