The exhaust manifold is scorching hot about 20 seconds after starting.

It takes longer than 20 seconds to get extremely hot... try several minutes. Also the EGR valve doesn't provide all that much heat with a cold engine. The intake heater will provide very hot air even with a cold engine and it will provide it almost directly into the engine. The current set up has to first warm up the exhaust manifold, and while the engine is sucking this warmer air towards the intake through all of the tubing and filter housing... it also has to warm up that entire structure before it can deliver warm air into the intake manifold. Trust me, this takes several minutes to happen. I've concluded from testing the current set up that I will have a good sized gain from added a heating element just before the intake manifold. They already make such a device and I'll mod it to fit so I get almost instant hot air into my engine.

If you are talking about the grid heater off a Cummins they are 200+A
The additional load from the alternator lugging will improve your %of load. The harder it works the faster it devlops heat.
Have you used an app or some sort of obd2 thing to monitor the Intake air temperatures. To find your target temperatures.?

I may have to reconsider the intake heater... but, my thinking was if I were to upgrade my battery to an AGM battery with a large amount of AMP hours... then I may be able to run something like that on Start-ups for about 5 minutes until engine is hot... Maybe not super high output heater, but maybe something that is a 500W or 1000W.

Haven't seen any water-cooled exhaust yet, but it was usual in my country to have a heated intake manifold for dedicated-ethanol cars, and they also had a thermostatically-controlled valve to trim the intake air temperature and select the air from a hotter stream for a quicker warm-up.

Maybe you could eventually combine a water-cooled exhaust with a heater core at the intake side.

Well, I just modified my warm air intake... probably a hot air
Intake now... I cut out a small section of the heat shield and formed my dryer vent tube so that it would suck air directly off the exhaust manifold. I'm thinking I'll get the warm/hot air quicker now and even higher temps. It should improve mpg as the more hot days have been great for mpg's regardless of it being very windy.
