What could cause a '97 HX to refuse to L/B?

Ok I officially have a problem with my civic. It will not go into L/B anymore no matter what I do, it tries to do it, the o2 sensor will drop to 0.015 for just long enough to register on UG but it just gives up and goes back to 0.800-0.955. I am getting extremely annoyed with this as I know for a fact when I first got the car, before the P0401 TC, I could get it to L/B once up to speed everywhere in the city. I figured cleaning the EGR chamber would fix the issue but it did nothing to help the problem. The TC went away and the CEL turned off but no L/B.

No I haven't done anything yet to try and solve this issue except for Sea-foam. It helped the idle a little bit (would idle at like 250rpm and make it hard for a noob to take off) but other then that no.

The sensor is going to cost me $150 so I'm a little hesitant to just go and change it. Also is the lower sensor suppost to be a narrow-band? Because I was looking at it today and the upper one has 5-wires (wideband) and the lower one only has 4-wires (narrowband?).
