Google likely has the most extensive data, and I'm being pragmatic. I'm not aware of many others that would have extensive data. Waze perhaps? I prefer that app since it locates speed traps and other road hazards.
I don't share the same disdain for Google anyhow. I grew up exchanging privacy for convenience. They're evil in the same way that most businesses are; capitalizing on opportunity and perhaps making some stupid internal policies that are racist/sexist, etc.
Oh those were car counters??? I thought they were timers until change... Then the cars' computers can calculate how long it will take each car to arrive/pass the upcoming green and if they can't they will cut power and go into just enough amount of regen braking to stop exactly at the light.
I haven't looked into who is behind Connected Signals. Any data in Google's possession was generated by municipalities.

No, Google tracks location even when someone isn't actively using the app. They generate their own positional data (as long as you consider use of GPS transmitters and receivers as given).
Google is listening to us talk right here. To better serve us, of course. I hear there was some kind of shake-up and the censorship filters were toned down or turned off.
I was thinking about timing of the traffic signals more than GPS.
