68mph with a trailer? Yikes. Leave a little early and go slower.
Do you have a speed limit for towing? In Finland it's 50mph.

This is why I have high speed rated radial tires and trailer brakes.
If you try to slow down here people will just about run you off the road.

You've got to be very careful here.

Going to a larger diameter tire is likely a good move - BUT - it is my understanding that bolt hole patterns are set such that it is difficult to undersize - meaning the 13" or 14" may have an incompatible pattern.

Your common trailer hubs are going to be 4 on 4'', 5 on 4.5'', 5 on 5''. Then there are your 6 and 8 lug patterns which I have not used.
Trailer wheels are pretty cheap. I got my 12 inch 5 on 4.5 alloy wheels with radial load range E tires for a little over $100 each.
Don't be so cheap it kills you or someone else.

I know in Illinois there was limits for towing. Usual expressways had a 65 mph limit I believe, trailers had a 55 mph limit. Nothing that I know of here in Georgia.

Most states the speed limit law for towing a private trailer is the same as cars. Those "truck" speed limits you see are for commercial vehicles over a certain weight. Some states do have lower limits but it is uncommon now. In Montana we have 80mph speed limits I can tow my camper trailer at legally if I wanted to. https://drivinglaws.aaa.com/tag/trailer-speed-limits/

In reply to why tow with a Prius: Well you sometimes gotta make do with what you have and its pretty common. I see lots of people with small campers and boats so much even that toyota finally came out with a 1600lb towing package on the gen 4's! In reply to safety: I haven't seen those signs so I guess not. All we have is the 70 mph limit signs, and we don't even have the 65 mph truck signs anymore that I used to see from what I've seen. Closest thing is the stay right signs. Anyways the thought here was less heat going into the bearings by reducing rev's and the load rating on the passenger cars would be high 900s vs 500s for the crap walmart brand trailer tires. Most people run into trailer issues by not maintaining their axles and running them too hot. Im not sure how to judge my weight here but I have a boat that weighs 180 pounds, a motor that weighs 65, and a gas tank that weighs 40 pounds so we are relatively light here. I may have overstated the weigh here as I move it around exremely easy up and down inclines with my body. Also my tires are brand new and my trailer is always stored in my garage with everything else. Max psi used etc...
I've always been under the assumption that trailer tires dry rot long before they wear out unless your running the thing like cross state every day.
I will for sure work on Aero now that I think about. I was just thinking in my head about how much further my car rolled on lrr tires vs non lrr tires when i swapped (about 20% further).

I have a 4'x8' trailer I pull on the highway sometimes. When I have the sideboards up, the thing feels like a parachute attached to the car. It catches much less wind if filled to the top, and I can barely tell the trailer is attached when the sideboards are off. The rolling resistance just isn't much of a factor compared to aero.

When I load my trailer with 20 or more pallets I really feel it.

My pwc and trailer weigh a lot more, probably over 1000 pounds less than 1500 pounds. I wore those 8" tires down to the cords in just maybe 1000 miles. Like I said the 13's have been on probably 3 years and 3000 miles and I don't see any wear. I had thought it might have been alignment but now I just blame the cheap tires.
