Aerohead would better watch his mirrors
It sure looks like you're doing some serious catching up on the aerodynamics front

BamZipPow -
This is NOT your exact configuration, but it does show benefit :
When they were making the GM EV-1 they chose partial wheel skirts :
They could have extended the skirt down more, but they were happy with the compromise.
If you look at rear view in this picture you can see that you *could* extend the EV-1 wheel skirt down even more :
When I say this I am assuming that the suspension doesn't make the rear wheels bow too much into negative camber when the car bottoms out :

Thinking a little differently. Was trying to reinforce the wheel skirt from the inside...why not the outside instead? Had some ˝"CPVC (pex tube/pipe) around so I decided to use it as my hinge and exterior support. I will paint after I git it fabbed up.
The white stuff around the wheel well is a plastic corner bead fer archways. Costs about $3.
Mock up of the hinge/support bar...
Rough fit...
Gitting there...

Quick paint job...
Still have to zip tie it in place and then secure the top edge with either zip ties or screws.
The bottom portion of the wheel skirt will be reinforced on the outside with pex pipe as well. It will be zip tied in place so it will be easy to remove as needed.

Quick setup...
Still have to button it some more and then do the right side...
