And to those who are stuck somewhere because the tester failed and the car won't start. Kinda like the Passlock in my Saturn, which leaves me stranded any time the temperature drops below 55 degrees.

Yeah, I kinda like my civil rights just the way there are (or, more to the point, where they were in 2000.) If they are that worried about me, they can subsidize the handheld testers to the point where I can afford to keep one in the glove compartment of all my cars, and then _I_ will decide whether to use one.
