The "70 mph into a 30 mph headwind" requirement is a good one. I had a Helix that could barely do 55 into a 30 mph headwind (which we do actually experience here in Southern California,) and it would take a minute of full-throttle thrashing to get to that speed. That made it a white-knuckled ride on the freeway, and left no headroom for passing, maneuvering or even getting out of the right lane. On those days, I would have to drop to side streets or fear for my life.
While I won't always WANT to do 70 mph into a 30 mph headwind, it is a heck of a lot safer having that ability.
