One-thousanth of a gallon? I don't think the pump is that accurate for one. One-hundreth seems to be sufficient to just round it using common rounding rules.
In addition, all data before such a change would need be considered inferior due to the additional digit.
Personally, the fourth digit is moot.

It's provided by the gas pump, and if you use less than 10 gallons, the field allows you to put that digit in, so obviously the garage stores and uses that many decimal places. I also occasionally will write down "450.45" miles instead of "450.4" if the tenths digit is halfway between "4" and "5". Not a big issue, which is why I labeled it as "not a bug", but it is the input field, not the software itself, which limits the accuracy.
