You certainly can use ramps!

Not only are there low-angle ramps available commercially (here's just one example), you can make your own.

I got a 2x10"x12' board, cut it in half, then into 2' and 4' sections. Bevel one end of each section (at a shallow angle so your tire doesn't just push the ramp) and stack them using wood screws. Now you have a pair of low, wide, stepped ramps. If my lowered BMW with an air dam can get up on these, your Honda certainly can.

I got a chance to check the infamous speed bump. The skirts clear it by an inch.

They are about 6" above the ground.

I don't have an accurate way to measure MPG gains of individual mods.

I don't know yet if they help. I should try some coast-down tests. It's hard to even get an accurate tank MPG test of the skirts. I get my best mileage driving at 40 MPH and below, the skirts probably don't help a lot at those speeds.
