Probably not. Cyberpunk is one set of criteria, retro is another. Illustrated by those who do steam punk. Retro steam punk would be, what?...... circa 1800 Watt walking beams for pumping mineshafts? Really goofy clothing and black powder, lots of brass sheet and copper???

Retro cyberpunk might look like either the 1960's or possibly the turn of this century which would make you somewhat of an expert judge. Definitely a pot load of blinking lights, moving meter needles, and huge black knobs with number scales

Could even be an old AT case with dual 360 floppy drives

I came here to make another point, but [sadly] I don't have a picture of my first VW's dashboard. The switches all had Dymo tape labels such as 'das blickenlights'. I don't remember the rest.

Blinkenlights
In computer jargon, blinkenlights are diagnostic lights on front panels of old mainframe computers. More recently the term applies to status lights of modern network hardware. Blinkenlights disappeared from more recent computers for a number of reasons, the most important being the fact that with faster CPUs a human can no longer interpret the processes in the computer on the fly. Though more sophisticated UI mechanisms have since been developed, blinkenlights may still be present as additional status indicators and familiar skeuomorphs. https://en.wikipedia.org/wiki/Blinkenlights

What I didn't know was the source of the windshield, it's a 1956 Chevy pickup windshield lurned upside down.
