It's actually pretty common for agencies to let vehicles cross borders. I've done it (within policy) to/from Yukon/Alaska, Michigan/Ontario, and Washington/BC.

The complication comes in if you do a one-way rental. It's OK to go one direction, but not the other (forget which)...

Yep, whenever I rent a car in Europe they just ask if I want to take ot overseas - no problem, its just for insurance and recovery. One way can be an issue because you are effectively exporting and importing a car from one country to another.
