As long as you don't get dropped. You must be capable of running with 70 mph highway traffic into a 30 mph headwind.

That was exactly my point, you can't use a 50 cc bike in the Vetter challenge because the speed requirement is reasonably too high.
On the other hand, I believe a 50 cc bike would be a winner on a 45 mph MPG contest.

I guess what I meant to say was that a top flight Vetter competitor that was capable of doing 140 mpgUS at 70 mph could also make 200 mpg at 45 mph.

I guess I understood what you were saying and I disagree.
Lets take a very good exemple :
our finest ecomodder on two wheel is the Velomobiel, the only subject topped in the motorcycle section.
The guy did 214 mpg tops, cruising around gently let's say like in a 45mph challenge.
Could he do well in a Vetter challenge ?
I don't think so.
Or say I would like to be proven wrong.

YES !
It is too slow but it is also the best MPG wise we have.
Do you think say a 250 or even 300 Ninja could better it MPG wise at any speed ?

Not quite. 200 mpg is the holy grail. But the Hayes Diesel is close. He is consistently over 130 mpgUS in Vetter challenges with slightly less than optimal aerodynamics. I wonder what his best could be at a slower speed?
