So what I am gathering is:
1.If you have an average wheel adding a wheel cover cover can likely improve aerodynamics

2. If you have an optimized wheel for aero adding wheel covers likely doesn't do anything.

and the second part of the graph above reflects this because most of the area of the 1st gen insight wheels are covered so the reflected change in drag would be smaller and therefore marginal at best.
3. Nothing in aerodynamics is guaranteed and you must test everything.
