Looking at European pages from the major brands small cruisers aren’t available in Europe. Small bikes are standards, sport bikes, trail bikes, or scooters. If you want a cruiser seating position in Europe it looks like Scooters are the bike to go with.

He already told you that is not possible in Germany.

In Germany every vehicle has to pass TUV inspection where they go over the vehicle with a fine tooth comb. Everything has to work and to be stock. Any aftermarket modifications have to be certified by the part manufacturer to work on your specific year, make and model of vehicle.

Alas! There was a time when 14 yr olds, riding much-modified Honda 50s, flat on the tank, would blitz through city centers.

That 4-cyl CBR 250 and similar models from other manufacturers are awesome. When it comes to the engine, also fitted to the JDM Hornet 250, its valvetrain is entirely gear-driven which is an interesting feature.

Used to be. This is what Honda has for 125cc bikes now and they have the largest selection among the Japanese brands. Honda's smallest cruiser sold in Germany is the Rebel 500

I've had a test-ride on a Brixxton Felsberg 125, this bike checks most of my criteria.
Seat height:780 mm
Weight: 134 kg
But it's a little low in power, only 8,2 kW/10,7 hp at 9000 rpm.
Manufacturer rated topspeed is 99 km/h, archived maximum indicated speed was 116 km/h with head tucked behind handlebars.
Wich is a little slow, that bike with the full 11kW would probably be great.

Speed comes from streamlining. Are aftermarket fairings allowed?
