This would have been in the day of the National 55 MPH speed limit, as with my Honda Enduro. If that made a difference.
I rode the Harley locally, but never on a road trip, so I can't personally vouch for the numbers. Fifty-five mph seemed effortless.
My brother would ultimately teach early- model H-D, at MMI in Phoenix. I couldn't count the number of MCs he's built. He was a very accomplished mechanic and machinist, helping to create Caterpillars for Eagle-Pritcher, in Lubbock. We, as a family, always did our own wrenching. Mom & Dad bought us all Craftsman tool sets by junior high, so the three of us boys were pretty twisted early in life.
Other than a good state of tune, and maybe Lubbock's reduced air density ,I don't don't have an explanation for the Electroglide's mileage.

I got my first Craftsman mechanic tool set at 10 and still have it. The latches for the plastic case broke and the 3/8" ratchet has been replaced under warranty twice but I'm still using it more than 3 decades later.

The nice thing about a Craftsman ratchet is that you can press a button to release the socket. The nasty thing about a Craftsman ratchet is that the company stole that idea from one of their own employees, not paying the promised reward.

For an overall commuter, the 250 to 300cc displacement range effectively tends to provide a reasonable balance of performance and economy. Too bad these models available in the United States have a more performance-oriented design which ends up being not so suitable for the needs and preferences of a more austere customer, plus they can be also more maintenance-intensive than the dual-purpose motorcycles available in my country within that very same displacement range.

Quite derelict and in need of some repairs, yet this '83 Honda CG 125 is still soldiering on.

AFAIK that's already available in Mexico. Engine seems to be the same of the Honda Lead.
