Hi,
There is NO WAY you need a 750watt PSU -- save your money and buy a 300-500watt unit. I am a moderator over at Silent PC Review, and they have recently reviewed a couple that fit the bill: Nexus Value 430, and the Nexus 5000; and SeaSonic and some Fortron Source units are high efficiency, quiet, and plenty powerful enough.
A Scythe Mugen 2 is an excellent CPU heatsink, that comes with a bolt-through mounting kit, and it fits most sockets -- and it costs about $35 at NewEgg.com.
I'd get 2X 2GB sticks of RAM, and I'd get an Antec Solo case. The cooling air flow is very good, and the hard drive options are also unique.

Well if im not mistaken, the bios comes up from the mobo, so maybe your mobo is going out

OK, I need someone to recommend a great heat sink for my build according to the socket I have, I thought it was lga775 but there are so many different types of 755 on the newegg website its confusing me?

Maybe turn on your monitor? (Sorry, I am a computer support person and I have to ask these types of questions all the time.)

I'll bet the motherboard problem is that some of the capacitors in the power regulation section are failing. Look for any that are bulging and/or oozing lovely looking brown goop? If that is the problem, they can be replaced:

On the heatsink -- how large is your case? Is it a midtower? I think the Scythe Mugen 2 is an excellent heatsink -- the fan is very quiet, and the mounting bracket is a bolt through design. And it is a pretty reasonable price:

BTW, can I just use the stock heat sink until I get a better one? I can pull it off without damage right? Plz let me know

Yes.
Its a little more difficult than just pulling the stock one off and sticking the new one on though.
There are loads of guides and youtube videos on how to replace a heatsink, so put the stock one on and then read up on how to replace it.
Also, download Ubuntu, burn the ISO to a cd/dvd, set your bios to load from the cd/dvd drive and use that untill you decide on an OS?

I program as hobby, and found there is a bit of a hoax, or at least somethng to think about when building for programming: An ECC registered capable machine, that simply means workstation.
the memory you purchased for example, it is set to be fast and furious. I just completed my 12th build in 11 years...ECC for me, as ECC is relatively new, and not much talked about. A gamer machine dominates the net..I assume you found your ideas from it as well. I have been that route and changed my mind. (Getting a bit too old for the hype).. When there is no ecc check, there is no errors to notice, until they happen. things can even compile...errored. 1 sneaky wrong bit slithering its way into your stuff..
this includesvideos, or even an open text script file...errored, and hardly diagnosable. If you are serious, go workstation, ignore benchmarks, match your wallett first.
Recommend Use: High Performance or Gaming Memory
the above statement to me has a secret opposite to integrity. the company making it will love you for purchasing...
