Most likely US candidate is a Kawasaki Eliminator 125 5 spd at 95 mpg stock. The seat is 27" high and has a longer wheelbase than a sport bike or dual purpose bike such as the Peirsport 125 6spd. Most Asia manufacturers make a 250cc cruiser or sportbike and a 200cc dual purpose bike. All step through frames I have surveyed are for CVT scooters which tend to be heavier. Here in New York state, a two wheel motorcycle must have a minimum seat height of 27"; a three wheeler can have a 20" seat height as found in most cars. Well built fairings can triple fuel mileage and provide protection against the elements: rain, snow, SUVs, and road rash.

If he has a streamliner project planned for a "sport" bike, there is the Kymco Quannon 150.

I've been trying to get my hands on one for a few months, but none of the local dealers feel like keeping them in stock.

Lifan also makes a decent 200cc 90MPG (claimed) bike that (I believe) is based on a Honda engine. (Most of Lifan's stuff is old Honda stuff rebadged.)

I had a Suzuki DR200SE. Great little bike, 80ish mpg stock with dual sport tires, even driving like a hooligan. Trail riding with full knobbies would drop the mileage to around 60.
