Several low rider feet forward motorcycles have been built. Like a bicycle, a high CG allows more inertia to roll. Here in NYS minimum legal seat height on a motorcycle is 27 inches and 20 inches on a trike.
With all due respect, we have not reached the limits of aerodynamics for motorcycle enclosures. The Honda from the 1982 event had several problems with weight distribution and fin area. The nose was too high and the tail too short. The sides are too flat. The Burgman in the latest Vetter event was fully enclosed yet stable as crude as it was. The CoP is well behind the CG and the low nose gives some down force on the front which improves stability. The top curve is maximum for the width which allows air to flow over rather than against the cab. These are features included in the sketch I made. Is it perfect? No, but it is a reasonable starting point. Maybe someone with CFD software could model it before building an actual scooter.
