I can't find a definition involving a minimal size, but I feel confident that a power plant runs continually.

Even though it's a different animal, seems like the same rules for a peaking power plant may apply to a non-portable genset. But it might be quite hard to enforce such rules for older ones.

How about an inchworm vehicle: The rear part first uses its motor to push the front part while stationary itself, then the front part pulls the rear part with it's motor, while again, stationary itself.

That sounds better than a hopper. David Lister stole one of those to make some extra cash as an illegal taxi, but the landing gear was worn out, each landing was horribly jarring!

I find it hard to understand how jarring landings are the fault of the landing gear. Lousy pilot skills ,yes, gear failures, not so much.
