If they have metal tabs, they're probably metal.

You could try some heavy duty aluminum foil on both sides...it's cheap and easy to reverse...

I am a very strong and committed follower of Jesus Christ, I think the we should remember the reason for His coming to earth (to restore our relationship with God).
I could try welding odd some hole covers, but that might ruin the hub caps.

Welding isn't likely to produce a nice result with the plating there. You'd have to grind, then body work, etc.
Try some PC-11 epoxy or JB Weld?

I would look into what MetroMPG did. He has hubcaps that he filled with "something black" to make it look more "stealthy" :

I thought Darin posted a DIY on it, but I can't find it.
I could swear he made those caps, though, and just painted them to look like the OE caps.
