Hence Ceramic coatings (Inside and out).

I think it would be fine as long as you don't live somewhere where they salt the roads.

Ceramic coating the inside has [anti-corrosion] benefits that wrapping the outside will never have.

That's true. However not all applications come with that option and it is more expensive than wrap.

I'm sure that exhaust paint with wrap would be sufficient to prevent rust (everywhere except the rust belt).

Unless it is a full stainless exhaust with stainless fasteners, wrapping the system generally leads to rust through. Btdt, couple of times including a LA only vehicle. Had one system that fell off the truck intact because the hangers weren't stainless. There is all kinds of corrosive crud being splashed up by the tires even in the desert. If there weren't, the bottom of your vehicle would be clean and rustfree as the day you bought it.

Makes sense.

...though my vehicle has no rust on the frame or body and minimal rust on the drivetrain and leaf springs. Perhaps I'm an outlier?

Edit: Well actually the exhaust has rust on it too, but it's not rusted through.

How is you handle pronounced?

Just turning the engine on will rust a non-stainless exhaust. From the inside. Even on an air-cooled engine.
