Where?
Where does it say that?
You are not somehow above linking verifiable proof of your statements.

eg:

Who's Paper:
National Academies is the website for the National Academy of Sciences (NAS), the National Academy of Engineering (NAE) and the National Academy of Medicine (NAM), three independent organizations chartered by Congress to advise the nation on issues related to science, engineering, and medicine. These academies are private, non-governmental institutions that provide objective, science-based advice on critical issues.

The paper:
In the UDDS (urban) driving cycle:
Rolling Resistance (%): 19
Aerodynamic Drag (%): 14
Inertia (%): 68

In the HWFET (highway) driving cycle:
Rolling Resistance (%): 29
Aerodynamic Drag (%): 47
Inertia (%): 24

I have a half-dozen automotive energy balance charts, of which data is solely dependent on the test 'context,' 'caveats', 'conditions', which you appear to struggle with.
Run an energy balance for John's van at 85-mph on the toll-road between Austin & San Antonio, Texas, and compare that to 'gridlock' around Johannesburg or Cape Town and see if he's stupid.
