Perhaps that is a ploy to distract you from a possible superior effort. As in: we are so efficient we can waste power.
Edit: some roads DRLs are.mandated with a resulting hefty fine

True! They're mandated in Canada on road vehicles.
But they're not on a road. :P
To be honest, I'm not sure what the fine would be for inoperable DRLs where I live (same province where the videographer lives!).
Let's go with the "so efficient we can waste power" explanation. More fun.
