I didn't watch the video that close, did he mention why he didn't remove the inner door panels?

They require you keep the door panels if your windows still operate, in case the glass shatters inside the door.

I completely don't understand this statement...

If windows are UP - door panels will not affect anything... If windows are down - you probably not in the race, so who cares about the glass...

May be it comes from some street-legal requirement?
