Okay, maybe something that could be done on a budget...
Tie a small motor to a rear wheel. Set up something like a cruise control switch, where when you reach a cruise speed, you turn on the unit and power it at a set rate, for example, 48V and 50A. That's about 3hP. It would not be able to keep you at cruising speed by itself, but it will offset some gas use.
Turn the motor off when the brakes are tapped. If it has regen capabilities, then that capability is used when the brakes are engaged.
