Putting the output near the throat like the cop is doing in the picture cools down 4 major arteries that go directly into the heart. Cooling down the blood there will allow the heart to pump that cooler blood throughout the body.

You'd have to deal with decay, but what about a junction in that hose where it meets an ice box full of ice?
I think the fan would have enough power to blow the coolness through, but would the icebox generate enough chill?

I was more thinking of something small that could be powered off of a/c power, so that you wouldn't have to be finding ice all the time...but i don't know if such mini-a/c things are made.

It's not so much about the weight as it is the load a belt-driven a/c system puts on the engine.

I would venture to guess that it weighs less, although most cars share their ac condenser with the radiator core. There is still the weight of hoses and use of freon. Even if they weighed the same, one perk is that this is easily removable.
