Yeah it can be removed during cooler seasons.

Not really ice vest related, but the thought should just go here I figure.

What about a solar powered vent on the roof? Like boats have.

The brighter the sun is the faster the fan would spin.

Or you can be cheap, like me, and buy one of these:

But they get bad reviews on Amazon.com.

What if that tube, like the cop is wearing, is hooked up to a solar powered fan like the one Arminius posted?

/edit: I just read some of the customer reviews on that solar powered car window mounted fan. No one had anything good to say about it.

So I did some searching. I found that there are several solar powered fans for attics. But, these things run in the hundred dollar range.

Yeah, I mentioned that they get bad reviews, too. However, if you just want air flowing through your car, turning on the fan would be hard to beat.

It's not THAT expensive, and just a thought. If the car could stay cool while sitting in the sun while at work, then thats a huge load off AC, and if thats enough to not need AC, thats a big saver.

I'd imagine a white car cover would keep your vehicle the coolest (and clean...).

Things are really heating up out here and I thought I'd try something a little different.
I applied aloe vera to all exposed appendages before departing on my commute this afternoon, using the logic that it makes your skin feel cool when you apply it and oddly enough it worked fairly well. Granted I was still sweating profusely, but I did not feel as hot or fatigued by the drive.

I have seen these made in truck stops but you can make a tube of cloth and fill them with these. The ones at the truck stop have bigger crystals. The ones you make from these can be squeezed through the cloth if you try hard enough.

Cooling the neck will cool the body.
