Just A Car Guy: Safety was paramount, which is why the driver is wearing his goggles. No one wants to get a bug in the eye at 90 MPH. Lack of a helmet, shoulder harness and roll bar, well, that's another story...

I wonder how much could be swept up in 'safety equipment'. BMW i3 wheels and tires?

Perhaps you can find someone willing to sell for $500. The rules do state you must be willing to surrender the vehicle for $500 as a way to discourage someone from gaming the system by offering a vehicle for well below market value.
