The inner CV boot makes contact with the motor shroud once per revolution. So most of the boot clears.

I may be able to change the shroud - remove the gauge metal thickness by drilling it out and just leave the rubber gasket.

If that does not work, perhaps I can remove some metal from the motor at the contact point. If the contact point is part of one of the vents, then I may be able to adjust the shroud (bend it) with a ball pien hammer (sp?)

I need to investigate the new axles to ensure that the extra space is required there as well. No use fixing a problem that will go away when the part in question is replaced!

If you disconnect the speedo cable from the gearbox can you see if the sleeve with the slot in it (gearbox side) turns when the wheels are turning?
Another thought, I have never tried this, but could you use a cordless drill on low speed to turn the inner part of the speedo cable (cable side) to see if that gets the needle moving?
At least that way you could isolate it to a gearbox problem or speedo/cable problem.

There is a pin on the speedometer that fits into a slot in the gearbox. I think that would be damaged by using a cordless drill.

Perhaps just taking it apart will show a problem. I read several warnings about taking it apart carefully to avoid damage .. perhaps I was not careful enough?

I got home late and have also underestimated the effort required to remove the controller.

Drill pilot holes, use jigsaw to cut out holes for 2 x 4s

Jigsaw clamp for the metal blade no longer holds well. The blade is loose and comes out, or jams and breaks
