You could get a Hatz, probably a better engine.

About our products | Villiers Australia
"Manufactured in China to strict Villiers specifications and standards of quality . . . ."
I have to admit that the combination of "Villiers quality" and "made in China" would not make me hugely confident. But then I've got old English motorcycles.
cheers,
Michael

I take your point but
''FEATURES
all Villiers engines have a cast iron sleeve in the bore and heavy duty roller bearings on both
ends of the crankshaft
the Villiers engines also feature easy starting with automatic decompression and are extremely
quiet running''
is what caught my eye .It sounds like a quite an improvement and I've owned a few Villiers and found them to be slow and usually quite dependable.

I have what I think is a Lifan 212cc gas, also with cast iron bore, bearings, forged crank, and such. It looks nice, the specs seem good, but I haven't run it yet nor have experience with longevity. I've read good things about it though and expect it to be OK while costing a fraction of "brand names".

The reports on Lifan are patchy ...some are good , some not so. I'm interested in diesel for the simple reason that my fuel will be almost free. As an efficiency thing, that's hard to beat .

I wanted diesel too but didn't find any that fit my purpose.
Where can I get an efficient 1.3HP diesel?

1.3 hp ? A hard ask , a model aeroplane shop ? But it won't last long .You can find Chinese 4hp ones ,quite light for a diesel too .

I thought of the r/c stuff but it's weird, some of it doesn't even have piston rings... not made for durability as you noted. The Chinese 4 hp is still too big, unless it delivers the same good bsfc when outputting less than 1 hp. Seems everything needs to be loaded to at least 50% of rated continuous output to get in the good efficiency zone. Some of the dinky 4 stroke gas weed trimmer engines might be in the right hp zone but then the diesel cycle is gone.

Yep, 4 hp is the smallest I can think of ...that would be at 3000rpm so you could probably get an efficient 2 hp but less than that I don't think so.

Speaking of diesel motorcycles, why is only available to the Marine Corps?
It's a 100mpg dual sport KLR.
