If you want to get around the law on the wiper, you can put the driver's side wiper back on, but adjust it so that it's pointing down below the hood. Then it's there in case you need it. Keep a wrench handy so that you can adjust it when necessary.

Yes, it is a road sign. I don't condone stealing road signs, but if you happen to have some that have been used as garage 'art' for years, and you won't miss them, they are super sturdy, and cut like butter with a pair of air shears!
I will suggest that you mark the wiper shaft and the wiper arms so that it is very easy to tell the proper orientation of the arm relative to the shaft. Getting it off by a tooth or two can be annoying, and I imagine that going through two or three iterations of that in the rain is not calculated to make anyone happy.
