A quick check of ebay here has a few 2CVs available from £250 up in running condition. "Projects" for parts are cheaper. Or even a complete Lomax for £2.5k, one a 4 wheeled on.

I would think any FWD car would be suitable, are there no Metro based kits ?

Humm... (Thinks of easy money-making opportunity :-))

But I suppose it's a scarcity thing, as Citroens were never imported to the US in any large numbers.

Sure, and those are real common in the US, too :-)

And cheap (not). eBay has a few...

Also, if I were building one, I would much rather start from a FWD donor car. Not many motorcycles have a reverse gear, for one, and the engines tend to be much better on fuel economy, or at least that's been my experience.

There's reversing gearboxes that sit on the propshaft of a bike engined car, lots of electric reversing mechanisms and Quaife also do a chain driven unit that has an ATB differential inside it for hooking up to a transversely mounted bike engine. It works very well and gives you 6 gears in reverse! I have one in my race car if you need more info.

Some of the larger bikes also have a reverse gear. A buddy of mine commutes on one such. (No, I don't remember what kind of bike it is; sorry!)

Looks like you can't buy a Morgan one, they have sold out.
