The linked article is saying that but it is a fabrication with specific lines picked out of context including the idea that the government is going to kill your engine if you remove your seatbelt. The reality is very different.

Text of the bill:

Preventing Motor Vehicles From Rolling Away.--
(1) Requirement.--The Secretary shall conduct a study of the
regulations contained in part 571 of title 49, Code of Federal
Regulations, to evaluate the potential consequences and benefits of
the installation by manufacturers of technology to prevent movement
of motor vehicles equipped with keyless ignition devices and
automatic transmissions when--
(A) the transmission of the motor vehicle is not in the
park setting;
(B) the motor vehicle does not exceed the speed determined
by the Secretary under paragraph (2);
(C) the seat belt of the operator of the motor vehicle is
unbuckled;
(D) the service brake of the motor vehicle is not engaged;
and
(E) the door for the operator of the motor vehicle is open.
(2) Review and report.--The Secretary shall--
(A) provide a recommended maximum speed at which a motor
vehicle may be safely locked in place under the conditions
described in subparagraphs (A), (C), (D), and (E) of paragraph
(1) to prevent vehicle rollaways; and
(B) not later than 1 year after the date of completion of
the study under paragraph (1), submit to the Committee on
Commerce, Science, and Transportation of the Senate and the
Committee on Transportation and Infrastructure of the House of
Representatives a report--
(i) describing the findings of the study; and
(ii) providing additional recommendations, if any.

China knockoff of delta charger, an obscure high voltage high current automotive multi chemistry device.

Assuming your Hall effect is a pertronics, they are sensitive to high power rf. It will misfire instead of full fail.

Do you recall the early EFI and the kill effect the "Blue" comm channel of the CHP?

I had one, a long nose Squareback. No interaction with the California Highway Patrol.

The part that became unobtainium the heat sensor. So I swapped on 40mm Webers. They sounded like Gabriel's Trumpet.

Fyi: aircraft CHT sparkplug sensors were direct replace OR at least on my squareback.

The story was told that a CHP talking on a car to office special "secure" channel right next to you on the freeway would shut down the EFI. Never experienced that, but I am aware there was a recall to mod the ECU. CHP weren't typically using that channel often.

40mm Webbers? You could visually inspect the valve seats with those in place.

Back in the 70s I ran a business installing kill switches in my classmates automobiles. We were in the ghetto in chicago and vehicle theft was a real problem.

My solution was to put a switch across the points to ground. Would mount the switch in some out of the way place under a dash panel. With the switch on, the car would crank but no start. I even had one on my motorcycle. I had bought a bucket of switches at Maxwell street on Sunday morning, those were the good old days.

Oh but to have someone else have a digital switch on my car. Ain't going to happen. If I have paid for it then, I have the only real key. Not going to be a sheep and buy into technology that gives some unnamed bureaucrat any ability to not let me drive or fuel my car.
